Montenegro is one of the most generous countries in Europe when it comes to tourist data plans — 500 GB for 15 euros is a deal you simply won’t find in Germany. If you know that and arrive prepared, you won’t have any problems. If you don’t know it, you’ll pay a fortune roaming on your home SIM.

My experience in 2026: I ordered the eSIM directly via mtel.me/for-tourists — identity verification with ID and a selfie takes about 2–3 minutes. After that, the eSIM was active immediately. Coverage in Budva, Kotor, and along the road to Ulcinj was flawless throughout.
Crnogorski Telekom – Best Network Coverage
Crnogorski Telekom (T-Mobile Montenegro) has the widest network coverage in the whole country — particularly good in mountain regions such as Durmitor. Important for eSIM: Your phone must be eSIM-capable (iPhone XS or newer, Samsung Galaxy S20 or newer, most modern Android devices). The device also needs to be SIM-unlocked — this isn’t automatically the case with some mobile contracts.

Online before your trip (recommended)
Directly on m:tel’s website: mtel.me/for-tourists — both a physical SIM (shipped) and an eSIM are available there. Identity verification only takes a few minutes. That way, you’re already online as you land in Tivat.
At the airport
Both Tivat and Podgorica airports have shops from the mobile providers. Bring your passport — registration on-site takes about 5–10 minutes. The airport shops often carry the same tourist packages as online.
In town
In Budva, Kotor, Herceg Novi and all the larger towns, you’ll find numerous provider shops as well as kiosks selling SIM cards. Supermarkets and petrol stations often stock prepaid cards too.

Network Coverage in Montenegro
Along the coast — Budva, Kotor, Herceg Novi, Ulcinj — network coverage from all three providers is excellent. In the mountains and in Durmitor National Park the signal can get weaker, but it’s still present in most touristy areas.
